Where does User Administration - by this I mean setting up a new user, updating the access of a user and terminating a user fit into ITIL?

Creating, updating, terminating an so on are all some changes of the IT environment. So all these tasks must go through the change-process. There shoud also be a service-ower (leader of user-support) who confirmed these changes and if necessarily you have to update the CMDB.

Set up a user from my point of view should be managed by Change Management but shoud be treated as an standard change. Of course this change should be saved in CMDB

Another perspective is to think of this as part of SLM. It would fall under the area of Service Provisioning (providing service to a customer). SLM would utilize Change Management to make the actual updates, but the driving force would be the SLA and the delivery of service.

Just a different viewpoint to the same goal. Smile
