I have been asked to describe how I would ensure that the ITIL proceeses we are deploying are used end-to-end across the entire scope of the services. The problem is that we must hand-off to 3rd parties who are not using ITIL. Does anyone have any suggestion of how to handle this?

Well, I think that Underpinning contracts are the most usefull tool for this issue.
Dealing with the SLA process, you can fix the levels of your service, and you have to ensure that the SLA of your providers allow yoy to compromise your final SLA. You can/must use underpinning contracts, in order to do that.
