Need definition and criteria to distinguish between break/fix and emergency incidents. The definition and criteria would help:
(1) Determine whether the incident is justified to proceed without approval in accordance to a release management process or
(2) can proceed while approval (fast-track) release management process is started.
(All fixes (planned or unplanned) are considered change which follow a release management process. The unplanned category where break/fix and emergency fall need a more expedient, non-time delayed process while maintaining records of change.)

Hmm.. i smell an exam question
break fix are emergencys that is why they are called break fix
and this should be in incident management as incidents are break fix not problems
emergencys defined under change management as in a change in configuration that have to happen to restore service or prevent severe service impact
