For each of the three main ITIL certifications, a 'badge' is awarded (it literally is a small coloured badge which the eager ones will affix to our Asda George suit jacket!), with a different colour for each level:
ITIL Foundation = Green Badge
ITIL Practitioner = Blue Badge
ITIL Manager = Red Badge

Actually ITIL V3 was structured based on Deming's PDCA cycle.
It was nothing new exactly, but the reorganization of processes was a total differentiation from V2.
V2 has been through a long way and widely accepted. People are happy and probably have never expected to see a new total restructured framework.
