I have relatives whose first language is NOT english

They use american or norwegian or even worse
southern american dialect

The clock moves from 12:00 to 12:01

no matter how many time I unplug the clock and re-plug in

Yes, but it is how long it takes to get there that varies.

It's all a question of whether you measure time by events or events by time or something else.
