Hello All...Who should approve a change to a CI if the CI cross mutiple business areas and functions? Should it be "all interested parties" or the main CI owner?

there are many kinds of approval. What is it that concerns you?
the benefit of the change? - business approval
the method of doing it? - technical approval
the scheduling? - everyone impacted either by the change or by its implementation
the costs? the bean counters
the resourcing? - managers of resources
