I don't know the specifics, but I know the state of Michigan has deployed ITIL based processes. You might google for more info.

I am a CRC practitioner and am the ITIL proceess manager at the Florida department of transportation. We are undergoing an ITIL Incident , Problem, Change Config and Release implementation. Incident management is alive and kicking, as well as Service Level Management and problem management. Just started my project plan for Change management. You are more than welcome to contact me

The State of Illinois has been on the journey for about two years now. They have made great headway. They just sent 28 people through ITIL Foundations and several of those also through PMP Certification. Drop me note in email and I will provide a contact in Springfield (our state capital).
