I blame consultants
After all, ITIL "dies" when companies cannot see benefits of applying best practices or have experienced failure after failure in trying to do so. Ok, maybe not all consultants... after all I am one and I can't be bad.
However, all these OGCs, APMGs and other useless bodies aside, the real failure happens on the ground where organizations are trying to make improvement using frameworks or methodologies promoted by these OGCs.
Aside from a lot of very long words which i don't care to try and understand, the dude who wrote the article makes a good point... a sound professional will know which tools to apply and at what point in order to deliver required improvements or objectives sought by the organization. Does OGC or APMG have anything to do with that? No. Whether you are an internal sap charged with "implementing" ITIL or an outside consultant same tools that are available to you - ITIL v2 or v3 best practices, COBIT, Prince 2, etc, etc... Use them properly and delivery what is expected - ITIL is good. Fail and ITIL is evil. I think this is the sad reality.
OGCs and others are certainly guilty of other evils, such as training and certification clusterf#$ks, but as far as actual application of ITIL best practices... I am not so sure.
