Would like to hear from people what are the types of pricing models available for ITSM tools.. Typically there are two types.. User license based and fixed price.
Can someone elaborate the models and give sample pricing for any tool in the market..

Why not ask some suppliers? They would know about it.
It is a little more involved than you seem to think because there are the issues of support, and of improvement (upgrading), and of modularity, and of scale, and of platform, and of tailoring.
Still, I'm not sure that they need be any different than any other software one might wish to acquire for ongoing use; which is practically all software.
