like John, I'm not sure I understand your question.
Do you mean "a [as distinct from "the"] change process"?
Do you mean "is it necessary to manage changes"?
Do you mean "is it okay to make changes without ensuring that they are appropriately beneficial, approved, planned, designed, tested, cause minimum disruption (and risk) to other activities, systems and services, and have a proven regression path"?
