What does ITIL name the team role which is responsible to gather business requirements and lead the IT procurement (RFI, RFQ,RFPs, Tenders, and manage the project tell the implementation, and deployment?
In ITIL there is Service Strategy, Service Design, Service Transition, Service Operations, etc. So where does the above NEW SERVICE PROJECT fit in these phases?

If I understand you correctly, you are about to start a project that will implement this or that service in the end.
For some reason unknown to me, you need to "map" this project against ITIL roles. (I donīt think that can be done. Or even needs to be done. They will ALL touch your project in some way or other.)
First of all: does your organisation have ITIL processes running? Any, some or all? Maturity level? What size is your organization, and how big is the project?
What version of ITIL are you practicing?
Then...IMHO, you might just disregard ITIL for now. Assuming you have a business case, just start the project and work it (within good project management practices) - up to the point where you need to make an RFC to your CM - i e when the project demands for changes to be made to your infrastructure or other resources. At that point, the CM will scrutinize your RFC (and your project), call the necessary roles/people into a CAB meeting and your ITIL processes will take it from there. Hopefully.
What specific ITIL roles will be affected/called upon at that point will of course depend on the nature/scope of your project.
