Is service restart a change?
Is it an operational action?
Does it not depend on the context of the restart?
: is it planned? - then it is presumably already under change control.
: is it recovery from an incident? - then it needs to be controlled with respect to many things often stated in these fora.
: is it after a lay off for the service? then it is planned (see above)
What has to be taken into consideration when restarting a service?
What configuration item records the status of a service as either running or not running (available or unavailable)?
Do you have defined rules as to how to restart a service?
Is it a normal or standard change?
That I am afraid depends entirely on how you have defined these two concepts, because they are only concepts until given flesh in a real organization providing services.
