If we offer a high speed internet service, with varying options for upload and download speeds, should each of the available options be defined as a separate service, or can the high speed internet service exist as one service with a variable parameter?

Whatever is appropriate.
All you have to do is ensure that the service levels are properly described including any factors and conditions that affect them.
Why would you have two separately defined services where a single paragraph could probably suffice?
Why would you combine two separately definable services into one if each applies exclusively to different groups of customers?
Why would you combine two separately definable services into one if each may be subject to change independently of the other?
