As Nuno says, Configuration management is important but not the important.
You have to have a good SD FUnction
You have to have a good IM Process.
You have to have a good CCR process
You have to have a good IT SM process
They are all inter linked
However, config mgmt is at the centre of it and it is done well all releated process start from a good point... but it does not mean it is the most important _________________ John Hardesty

Well, if you want to implement ITIL, you have to implement some basic functions in Configuration Management to ensure you have data / information to reference when delivering other functions or processes.
If I were you, I would first consider Configuration Management as a support process to others, and how to setup it depends on how to implement others.
