Two points here
1 - do not post your queries multiple times. It merely will almost guarentee the ignoring of your post
2 - The answer is .... IT Depends
What does your Change management policy say ?
ITIL is a set of better (best) practices. It is not a requirements set. ISO20000 is that.
ITIL says you should have a well document thought out CM policy
ITIL does not say how you should write it _________________ John Hardesty

Thanks for your reply,
But still I am not clear. If any P1 incident raised for business, we can raised emergency change. But the same time if we have any valid business justification we can raise expedited change. then whats the difference between expedited and emergency. And why don't we raised as emergency for all expedited changes.
Regards,

Priority one does not imply emergency.
You can have as many layers of change management as you want.
If you have expedited change procedures then they will be for a defined set of conditions.
If you have emergency change procedures then they will be for a defined set of conditions.
If you have both then they will be for differently defined sets of conditions - otherwise you do not really have both. _________________ "Method goes far to prevent trouble in business: for it makes the task easy, hinders confusion, saves abundance of time, and instructs those that have business depending, both what to do and what to hope."

Hi,
For emergency changes a business justification is required apart from the fact that these changes are to prevent a P1 or to respond to a P1.
