We have a client who want to get ISO20000/BS15000 certificate in the near future. This client already got BS7799 and ISO9001 certification, so they should have some experience in implementing a management system which is the ISO20000/BS15000 focus.
In this scenario, what will be the proposed duration of certification project? And, what will be the estimated cost for external consultants?

Record time in the industry is eleven months. In fact the ITSMF discourages trying to accomplish certification in less than 18 months. Regarding costs, I've seen some ITIL certified consultants getting paid as little as $70 per hour (but you get what you pay for). So, having been in the consultant firm business myself, this could translate to 3 times that quite easily because consultants sometimes get about a third of the total consultant contract price.
Not saying this is necessarily what you will encounter but it has been what I've seen. Hopefully this is helpful to you.
Best of luck. _________________ PDCA-Maem
