Consolidated Technology Services (CTS) is one of the newest agencies in Washington state government and is the utility technology provider for state agencies, tribal, and local governments. The Legislature changed how information technology is planned, developed, implemented, funded and maintained in Washington State government through the passage of ESSB 5931 in June, 2011. ESSB 5931 defines how information technology will be administered with emphasis on consolidation, efficiencies and using the private sector where it makes sense. CTS operates the current state data center located in Olympia and offers additional IT services such as:
Mainframe and Server computing
Network operations and Telecommunication
This challenging position serves as the Manager of the Strategic Network Design and Projects Group for the Telecommunication Services Division, and provides leadership and strategic direction in the project management, planning, design, engineering, and implementation of cost effective network services to CTS customers. Reporting directly to the Assistant Director of Telecommunication Services, this position is responsible for short, medium and long-range strategic and tactical network projects and planning, divisional projects, special projects and initiatives. This position applies expert specialized knowledge of the statewide wide-area network to lead and facilitate strategic business initiatives, architecture, and project management planning. This exciting position is the highest technical authority within CTS for Network Projects and Design Services and influences telecommunications planning throughout the state of Washington.
Qualifications youíll need to have:
> Bachelorís degree in computer science or related field or an equivalent combination of education/experience.
Minimum of 5 years managing large-scale network and telecommunications projects in a service provider environment.
> 7 years of experience in collecting and analyzing customer requirements in the development, planning and engineering of complex statewide network and telecommunications service designs, architectures and solutions for multiple customers and stakeholders.
> 5 years of project management experience within the last 7 years, managing IT projects and producing project management framework deliverables such as project proposals, project charters, project budgets and cost analysis, work breakdown structures (WBS), project timelines, risk matrixes and communication plans.
> 5 years of experience with telecommunications services, concepts, practices, procedures and techniques including but not limited to data, voice, voip and wireless networks.
> Demonstrated experience developing IT strategies and in the development and implementation of enterprise-wide technical architectures and designs.
> Expertise in IT management and associated technologies including Local Area Networks (LANís); Metropolitan Area Networks (MANís); and Wide Area Networks (WANís).
> Knowledge of new and emerging technologies and anticipates how agency may apply these technologies.
This position requires in-depth, extensive and practical knowledge gained through a combination of graduate work and/or practical work experience in a wide range of telecommunication planning and service concepts, practices, procedures, and techniques including but not limited to data networks, telephony services, and network design and operations.
Applies expert knowledge in these areas in order to create the methods, techniques, and procedures required to architect, plan, and implement a multi-million dollar statewide Enterprise Network.
Skilled in principles, methods, and advanced techniques of project management, strategic and tactical planning, monitoring evaluation, and process improvement analysis and resolution.
Ideally, youíll also have:
> Masterís degree in Computer Science or a related field.
> Cisco Certifications (CCNA, CCNP, CCIE)
> Project Management Certifications (PMP)
> Knowledge of general government and educational institutions.
The incumbent in this position may be required to pass a Washington State Patrol criminal background check and meet all standards set by the WSP based on changes in technology and/or service delivery needs.
