Your friend is correct - The manual states
Detailed objectives for Configuration Management should include:
identifying, labelling and recording the names and versions of the CIs that make up the IT services, infrastructure and their relationships
controlling and storing definitive, authorised and trusted copies of specifications, documentation and software
I think that this means Config should be keeping the CMDB up to date - Release should inform Config that a release has gone in to live and what is involved

As you said the scope of Confi Management is to Identify, Record and report of IT Compnents, including their versions.

I would also like to add to Ed's response by stating that in a mature organization the build and deployment of software is typically automated. This means that the tools that perform the build and distribution should automatically update your CMDB with all appropriate information.
Reference the CM Crossroads web site for many examples and experts.
