I took the ITIL foundations 3 day course in Tokyo though Proseed corp. last week.
There are no high level ITIL people in Japan yet who can teach ITIL. So they flew in a consultant from FoxIT England to teach the course. He didn't speak Japanese so they had a translater for the japanese students.
In other words, the course was in both japanese and english!
They are planning on offering the foundations class once a month, and I don't know the details, but they are also doing the Managers course with the same British instructor.
Proseed also arranged for me to write the english exam (the class was 2 foreigners and 14 japanese) and the quality of the course was excellent.
you can also find more stuff about ITIL in Japan from the Proseed website or from the ITsmf japan site (if your japanese is ok )

Hi - Proseed are now doing Foundation, Practitioner and Management level ITIL training using Fox IT trainers from the UK. The courses are in English with Japanese translation and are really excellent. The trainers really know their stuff and have practical experience. The translator is very good too, and seems to know a little bit about the topics as well.
Proseed attract delegates from a variety of Tokyo organisations
