Hi,
I'm trying to setup a DSL to hold definitive copies of application packages in house and 3rd party. Intially i was just looking at setting it up on server as network share. But i was wondering if anyone has any experience of setting up a DSL and can point me in the direction of a piece of software to use to create a more effiecient DSL.
I know that ITIL is only a framework and doesn't deal in specifics, but i have newly moved into a Release Management role and was looking for some help from someone with experience in the field.

To date, I do not know of any 3rd party tools (vendor or Open Source) that facilitate the creation of a good DSL. You're original path of using a share is the most common path we see, taken by most enterprises we deal with. I recommend you continue down that path but simply be careful about the implementation.
