Is there a part of ITIL dealing with access approval and control for users?

Thanks

Specifically, NO. But you can easily implemented using Configuration Management and the Service Desk.

We've got an authorization procedure in which we compare details in a form, filled by the person requiring access, to the authorized contacts details we have in our CMDB.

Regards,
Z!
