hi, I am not sure what you mean by implement the DSL procedure?
Are you trying to define where Applicaiton Development ties into Release, Configuration Management, Change Management, Service Level Management?
The questions I would start to ask are:
What am I trying to accomplish and why?
Is there some "pain" that you are trying to resolve?
Are you instill a level of discipline within Application Development?
Are you trying to ensure each application has an OLA or UC supporting it?
Answer a these questions, and the direction of where to start may become clear.
