We are trying to improve our Problem Review Board.

To be honest our current review board sucks. We have high level IT Managers that are part of our board but do not say anything during our review sessions. Our council/board is lacking. Any suggestions on how to define the role of a board member? Also who should the members of the council be?

What is the purpose of the Board... really

Is it to determine which problems are tackled by the Problem Management team

or

is it a forum where the senior managers can watch the operational types whine whine and mea max culpa

First you need to re-define the purpose of the Problem Review Board
