I haven't yet seen the official syllabus for v3 foundation but I did find this course outline on the Fox IT website:

I'm in a V3 Foundations class right now, and there are major differences - I see them as all being good though - working torward the integration of IT and the Business rather than just aligning them.
As far as my take on the course and the syllabus, there is far more conceptual knowledge than deep diving into the Processes as you find in V2. And, as for study material for V3, it's scarce as the V3 books have only just been published, and there are no pocket guides yet.
Going forward, the V2 exams will eventually be phased out, and if you want to go further in certification toward V3, you'll need to take a bridge foundations course.
