We have a number of different sources that could be useful for building a servcie catalogue. One is the annual budget process for the company. Our IT dept has it's own budget (I guess most do) and that spend has to get allocated to the various departments that use the services. We also have licence management processes that track software use and store the audit data in a database. Details of the users of our various in-house applications are stored in another database. I'm working on pulling these together as an interim catalogue. I'm not sure our users have any appetite for full on SLAs so whether I will need real service levels included in the catalogue is a matter for debate.
