We are implementing ITIL and other processes such as Architecture, Strategy, Portfolio MGMT. Question. Does ITIL say anything about any of these processes. The only reference to Strategy and Architecture I have found is in the ICT book but that is not an ITIL process.

Anything found in any of the books is considered falling under the ITIL umbrella. You are correct in that Architecture is not one of the 10 core disciplines or processes. Being part of a framework, the ICT book will only make high level recommendations and not be prescriptive on how you do architecture and strategy. ITIL v3.0 may eventually be more detailed, but for now you will need to do the work of drilling down ITILs recommendations to a workable solution for your organization. As you probably know, there are plenty of consulting firms that would be willing to assist.
