Assessments and lack of Prescriptive Definitions in ITIL

I come from a CMMI background so I am trying to apply an SEI concept to ITIL. If someone knows an answer, I would appreciate it.

If I want to assess the capability of my software development process, I can have a certified CMM assessor perform this type of assessment. It resembles an audit and the auditor uses specific goals and activities defined within CMM to determine the level of capability for the process.

In my exposure to ITIL, there seems to be limited prescriptive definition regarding the KPIs, CSFs, Process Flows and Templates necessary to implement ITIL. My company has purchased the ITIL Toolkit but this has very high level reference to Goals and Activities. I do not see any references to the KPIs, CSFs, Process Flows, Templates or "best practices". The ITIL support team can not point me to these either. My questions are as follows:
Does the concept of having an external ITIL assessment apply?
What criteria does the assessor use?
How can I find the criteria myself?

We are looking into implementing ITIL into our growing company. Unfortunately, there seems to be a lack of information on finding out who actually determines if a company is "ITIL Certified."

Is there, in fact, an ITIL Certification for a company? I started thinking it was similar to ISO certification, but it appears that only individuals are certified, and that by taking exams, those individuals are then Certified.

Right now the only certification is through BS15000. There is plenty on the Web about it. BS15000 is in the process of making official integrations to ISO, but that has not been made official as far as I know.
