I came across this on the internet where wibas, a consulting company in Germany has developed a process that integrates ITIL with CMMI-DEV.
Their training material is of course proprietary so I don't have much to reference. I can say that they recognize early Requirements & Project Management work prior to submission to Change Management. Once a authorization is received from Change, it goes to Project Management & Development (CMMI-DEV). Development hands-off to Release Management.
To me it appears to make the CMMI-DEV subordinate to ITIL while highlighting its important components regarding development processes. But I'm not savvy enough regarding development practices to understand dangers.
Does anyone have experience in combining these methodologies and/or have an opinion on this?

Just took a peek on wibas.de.
Are you sure that the Change Management you've mentioned was the ITIL Change Management?
I think it was more about organizational change management, which addresses also mindset, culture, etc.
If otherwise, I would say that it should be ITIL which comes into CMMI, not the other way around. CMMI provides guidelines with the scope of business, while ITIL with the scope of service, and that was represented in the CITIL Map
