As a short term solution I would like to start using a free and simple configurable tool for documenting and follow up on RFCs until the real ITSM tool will be approved and installed. Anyone in here that know of such a tool? Another option would be to create an Access DB to handle this but it would be easier to use a tool that is already preconfigured.

Depending on exactly what you want to do you could perhaps use a wiki?
Or even an issue tracker such as trac (both a wiki and an issue tracker)?
