Personally I'd probably be a bit annoyed if it were me, but in reality I'm well educated and don't like thick/lazy people.

Who says you have to critisise anyone, can't you just get someone in or send everyone on the appropriate course with a view to improving customer service as a whole. Don't actively tell people that they are having trouble, but disguise it as an opportunity for personal improvement?
Reminds me of the Dilbert cartoon with 'Dogbert the Consultant' doing a presentation using a 2x2 matrix comprising Ugly/Cute x Smart/Stupid;
