Hi Morpheous!
ITIL, stands for IT Infrastructure Library. So it was developed specifically for IT industry. If we say incident management, we're talking about IT related incidents. The same goes for the others.
If you are talking about Healthcare Information System, then ITIL can be applied.
If it's about the healthcare itself, I doubt it has any relation with ITIL, although maybe (once again, maybe) principles of some processes (not all) could apply.
