As one of the GoGoG - Grand Ole Grumpy Old Gits, I can say that there is no age requirement

The Old in the GoG is a title - a casting of age = wisdom = old

sort of like the Big kahuna - usually is some young person wiser than his years

A good PM will question every action and promise (like "yes those time estimates are safe") put forward by project team members who can't be trusted - and will accept answers from trusted team members without causing them pointless workload and hassles.

I've yet to meet the PM ... in fact anyone at all ... who has such good judgement of how much to trust each person deserves.

Just get back to the basics,
PM works on timeframe basis thus have time constraint.
ITIL works on ongoing/routine activities.
This itself would make the difference.
Sometimes they could compliment, sometimes they couldn't.
Having both certificates would be good but taking advantage of both at the same time would really depend
