I'm not sure what it is that you're asking. Are you after a precis of Availability Management?? Are you asking whether its all about the tools? Its not, although the v3 books (which go out of their way to sell ITSM products) might tell you it is.
If I take one thing from Availability Management it is the excellent techniques for troubleshooting.
