I am not sure if someone else has raised this question.

Should an organization have 2 or more Change Managers for a Change Implementation ?

Kar,

It depends on the organization, size of organization and size of their project. Some organizations have 1 change Manager some organizations have few of those and others have none. Also there are some change implementations that are pre approved that are known as "Standard changes" that doesnt have to go through a change manager again. So its really hard to answer your question with the given details.

TCO has the point however, the thing that stood out for me is

cm to implement the change.

Change managers are not in charge of deployments of individual changes

they are the mgr who sits on the board who approves that the work can go ahead and ensures that the risk to the production environment is known and controlled

if you are talking about the individual who shephards a change - complex etc, then that should be a project mgr type person - release type person

usually the team lead of the implementation team
