No.
Lost,
welcome to the forum.
Project Management is a well established activity and does not need best practice guidance from ITIL. It is reasonably assumed that an organization knows how it wants to do project management.
From a service management perspective (the proper province of ITIL guidance), you may be concerned in the commissioning of projects, in their outputs and outcome and in any activities they undertake that affect the live service environment directly or indirectly. You are not concerned in tracking the details of their progress, but you do expect to be kept abreast to the extent that the project is or will affect services. And of course if you have commissioned the project, you will be receiving project reports from the project manager.
But all this is not an ITIL process, rather an everyday common-or-garden management process.
And yes, Change Management will often be interested in the project, but so may Problem Management, Operations Management, Service Level Management and several other managements. _________________ "Method goes far to prevent trouble in business: for it makes the task easy, hinders confusion, saves abundance of time, and instructs those that have business depending, both what to do and what to hope."

As Diarmid said, Project management is not an ITIL process. Some processes and functions in ITIL can be implemented under Project Management Methodologies such as Prince2 or PMI.
Project management focus on projects, which is any work that produces a specific result and is temporary. Projects always have a beginning and an end. Building a house is a classic example of a project.
Where as ITIL is focused on IT Service Management its purpose is to continually improve the IT services, management of ongoing, repetitive services, IT support/operations etc.
Tracking project deployment schedule and budget usage should be a task of the project manager using tools such as Microsoft project, Project smart, Business Engine Network etc. _________________ Ali Makahleh
