1. There are no higher levels than ITIL V3.
2. Work experience in ITSM field is a good way to progress your learning.
3. If, as I assume, you mean you have the foundation qualification, then I guess you are qualified in having some knowledge of ITIL concepts and definitions. Now the question becomes what more in-depth aspects of ITIL are commensurate with your present role and your aspirations. Google ITIL official site, and you will find information about all the other courses - you will need to attend an accredited course, distance learning is allowed, but not self-study, and buy the core book(s) for your course. _________________ Liz Gallacher,
