The production infrastructure environment is getting setup before the application deployment. There are many issues araising out of the production environment setup , do i ask to raise Change records or take it as a project work and complete those tasks. because its becoming tedious to get approval from all parties in a excel sheet , because we dont have a tracking tool. Kindly suggest what can be the best practise when the project is in an initial phase like this.

You always need the appropriate approvals to do any work whether it is done within a project framework or not.
