Not a problem.

All you have to do is look at your requirements and establish relative weighting for the various individual requirements (with absolute weighting for the "must have"s, of course). you can make it as complex and multi-dimensional as you wish, or try to keep it simple and focus on basics.

You will get certain "standard" criteria from your organization's governance system (e.g. the viability of the supplier)

Alternatively, you could acquire a list of criteria from someone here, elsewhere on the web, or another source and use them instead. Of course this could lead to you acquiring a product more suited to another organization than your own.

By the by I'm in a pedantic mood today [sorry; it does not happen often] and so I will point out that "criteria" is plural.

One final thing. It is not very clear what you mean by "two ITIL proposals". Perhaps you mean ITIL related software, or perhaps ITIL training or perhaps an ITIL-based (-guided might be a better term here) service management improvement programme. It might be helpful to elaborate if you really do want someone else's list of evaluation criteria.
