Hi I am working in an organization, in which one of task is to provide & managed 3G services to customers as required. The 3G services are portable device which is used for internet connectivity through which users can perform their work remotely.

I am little bit confuses in implementing ITIL in this area and how can I improve service.

What are you confused about?

By the by, you do not (cannot) "implement" ITIL. You can do no more than use it as guidance to help improve your service management system.
