What you refering to as Service Assurance probably maps best to the collection of disciplines refered to as Service Delivery in ITIL. THese include Capacity, Availability, IT Financial, IT Service Continuity and most importantly Service Level Management. in fact come to think of it all of ITIL is really based on Service Assurance. So, yes, ITIL definitely covers Service Assurance.
