Why have you posted this in the Change Management forum instead of the Problem Management forum?
Problem Management is the art of identifying problems and then resolving them.
The act of identifying (or seeking out) is proactive; the act of resolving (including evaluation, investigation and analysis, solution identification, and solution implementation) is reactive. However when a problem hits you in the face before being identified, then there is little or no proactive element.
