I am new to ITIL, and considering acquiring to get this certification.
1. I have learned that these 3 websites revolve around ITIL:
Are there any other websites for resources?
2. Regarding Software tools for ITIL or overall Project Management, are there popular software/tools that others use other than Microsoft Project or, Open Workbench?

Sorry to start negatively, but it is not allowed to put URLs in the forum. You need to disguise them in some way such as replacing the full stops with "dot" and/or interspersing spaces. In the case of such familiar ones (in this context) I would just have said "the official ITIL site, this site and the exin site". Another approach is to provide a good search word or phrase that will make the intended site a high hit in any popular search engine.
As to your second question, the number of software tools available and used to assist in IT service management is considerable. For example I would be surprised if there were less than a hundred products claiming to be service desk or help desk systems. Many of them will also claim to support ITIL concepts and terminology and they may do so.
[some will claim to be "ITIL conformant" or "ITIL compliant". This is misleading because ITIL offers nothing with which to conform or comply as ITIL is no more than guidance.]
In most circumstances, such as planning to use ITIL to improve your service management system, or learning about service management through ITIL, it is a good idea to steer clear of the tools until you understand what you want them to do, because they do not "do" ITIL, they merely provide some functionality useful for managing IT services.
