But still I am not clear. If any P1 incident raised for business, we can raised emergency change. But the same time if we have any valid business justification we can raise expedited change. then whats the difference between expedited and emergency. And why don't we raised as emergency for all expedited changes.

Priority one does not imply emergency.
You can have as many layers of change management as you want.
If you have expedited change procedures then they will be for a defined set of conditions.
If you have emergency change procedures then they will be for a defined set of conditions.
