You are asking a question that really cant be answered by any one here in this forum.
1 - A KEDB is a Known Error DATABASE.
2 - There are dedicated tools out there - some free some that require license. Hence the Yes in my post
3 - Because each tool has its own capabilities, the only way to find out about the tools is for you to use a search engine and do the following
1 - find the tool
2 - identify its capabilities
3 - document its license model

However, the issue u need to analyse is no the KEDB tool but the Incident & Problem mgmt. tool that would be used. Some IT SM tools have built in databases - config, KEDB, etc
